Stephen Monrad, B.Sc., M.A.

Biography

Stephen is primarily involved in municipal infrastructure asset management.  He helps municipalities develop the tools and data needed to ultimately make informed trade-offs between the cost of infrastructure and the services the infrastructure provides.

Prior to joining Watson in 2019, Stephen spent 19 years working for provincial governments, mainly the Ontario provincial government.  Throughout his career, he has worked on capital planning in various roles, most recently with the Ontario Ministry of Education.

Stephen has a Bachelor of Science degree in Mathematics from the University of Toronto and a Master of Arts degree in Economics from the University of Victoria.  He has been a long-time member of Toastmasters International, building his public speaking skills. 

Stephen’s technical background has led him to become an advocate for evidence-based decision-making in the public sector.  The public, through their elected officials, decide on the goals.  Stephen believes the public sector can do a better job reaching the goals through improved use of analysis and data, and he wants to help make evidence-based decision-making a reality.

Outside of work, Stephen likes difficult challenges.  He has run five marathons, regularly takes long bike rides of up to 180 km in a day, and plays what is possibly the most difficult board game to master, “Go.”
